Do not use bloated gui web browsers. If you can't do it with elinks or links2, you probably didn't need to do it anyway.
The problem with this approach is, however, that, generally, “text-only” Web browsers can merely present a poor version of a Web page because they can't even really render HTML in a meaningful way.
The reason is simple: WWW is not only a hypertext system, but also a rich text system, which yields quite a few advantages in terms of document structure and readability: Headings of different levels have different font sizes and block spacing. You can use a non-monospaced type face for regular text and reserve monospaced text for where it really matters (e.g., code blocks). You can use bold and italic fonts for emphasis, just like in print. And so on…
This collides quite fundamentally with the capabilities of an output device that follows the model of a character cell display for plain text (ye olde terminal emulator).
Just compare the rendering of this very page in Elinks to that in any half-way capable graphical Web browser.
An interesting, not-really-GUI, and arguably bloat-free browser that tries to address this problem is Links, by the way, which offers a “graphics mode” that doesn't even depend on X.

Any web page that doesn't render reasonably in a terminal-based web browser is fundamentally broken IMO.
The UK government website is tested with elinks and so is perfectly usable in all browsers.

I've never tried to log in to a government website but it certainly renders well in text browsers.

Do not use bloated window managers. Just use dwm
Or you could use JWM which is also very minimal.
i3-wm has a bit of bloat, but nowhere near as much as fluxbox or openbox or blackbox.

Using it for deleting date metadata each time i upload a photo to flickr .
Otherwise, i am a heavy kde user - though sometimes i am using mc, moc, htop, nano, plocate. speed-cli or even logging to my openbox session.
