Without Devuan , With Debian

Can't I use use Debian repo without Devuan repo when I migrate to ascii? as I can filter packages (http://pkgmaster.devuan.org/bannedpackages.txt) using  /etc/apt/apt.conf.d/01autoremove locally. Ex : https://psty.io/p?q=127d

No need to reinvent the wheel.  Devuan already does that.  All "safe" Debian packages are available from Devuan repos using  Amprolla 3 to filter packages that would break Devuan.

You would still need a /devuan repo to get the packages we modified, and you would probably need to pin all those packages to the devuan repo. I hope you're just thinking of this as an experiment.

I know there is no problem with Debian to use Devuan repos but I'm using Kali, so even Debian repos doesn't have the packages I need (pen-testing tools) , so how do I get them from Devuan repos?

If you need to ask how to break it, stick to the provided stable release, Kali in your case. Your question indicates you lack the knowledge to fix things when (not if!) they go belly-up

Note this is a Devuan support forum, not Kali (who have their own support channels).

If Kali has a git repo, you could clone the packages you want and build them in devuan. If they don't have that, you would need to compile from the source packages. It might also be possible to download their packages and install them on devuan.

I expect there would be a lot of work no matter which way you go.  You could do this inside a virtual machine and keep a snapshot of the unmodified system for easy restore to base state when it all gets too messy to fix.
