This should be relevant to devuan, since it's debian-based. Searching the forum gave 22 pages of results with wiki.debian.org.
Recently I have been getting 403 Forbidden from wiki.debian.org. It seems the site does some blocking from what I could gather searching for the problem. I have written to them as suggested in one answer on reddit, but I must say that I find it surprising that an informational website would find it necessary to apply IP-based blocking. I have a fixed IP address from my Internet-provider, and I have no idea why the address, or the block it belongs to, may have been blacklisted.
This is mainly a heads up, in case other devuan users stumble into this problem. But I'd be interested in hearing if others have been affected by this, for example.

It is working for me. Madrid (Spain), fixed IP address, Firefox 51 32 bits, Debian 7.

I had the same issue and it was my VPN. Why Debian is blocking VPNs is beyond me, but many sites now are.

The modern web is suffering from the spam bots, and the equally obnoxious 'anti-spam measures', both conveniently appearing almost at the same time. Ye olde problem-reaction-solution trick to make browsing more troublesome for those who do not conform to the norms coveted by the corporations. The end users are the actual targets and victims of this whole mess.

yep.
Earlier today I was logged into my Sourceforge acount on my own page in one tab in my browser. Somebody posted a link on another tab to a project also on Sourceforge that I was interested enough in to check out so I opened it in a new tab....and got the stupid challenge again despite the fact that I was already logged in to the site. SMH.

The FreeBSD wiki has the same kind of countermeasures. The problem is "AI" scrapers. The maintainers of these pages want to keep AI agents out, to maintain acceptable performance.
