Please post your sources.list. When I searched our pkginfo.devuan.org I got this:

Please read the ### Devuan Package Repositories section of the ASCII release notes.

O'k if i can understand, after reading this document, i was using the wrong mirrors. Why? ... i don't know, i don't know how it happened ...
I changed the sources.list to the new mirrors and update/upgrade the system [the tor mirrors options were not possible to add -- the system never update with them].
But the problem remain, there is no grub-customizer after all this ...

The repos were upgraded to a round-robin of over a dozen servers. That upgrade was part of the ASCII release. Always good to read the release notes.

Hmmm . . . issues have been reported with tor but I have no experience using the onion address.

It looks like it's not in the Debian Stretch repos. You can check here. Not in jessie repos either afaict. Where did you get that .deb?

Ha! Mystery solved. Not surprised it doesn't work. Last update was 2014-02-22. A lot has changed since then . . .

i found another website: https://www.gnome-look.org/p/1247545/ i'm just working on this, till now ... nothing yet
I have been trying to get different grubs with not result -- it is a bit complicated.
The only one that i can get to follow instructions is: https://www.gnome-look.org/p/1252310/ i did it exactly as he said here:
Install:
Download and extract Anonymous-Hope.zip >
Copy the extracted folder to /boot/grub/themes >
(use 'sudo mkdir /boot/grub/themes' if you dont have a 'themes' folder)
Add the following line to /etc/default/grub >
GRUB_THEME="/boot/grub/themes/Anonymous-Hope/theme.txt"
(use 'sudo gedit /etc/default/grub')
Update your grub.cfg >
(use 'sudo update-grub')
If you did everything rite, you will see:
Generating grub configuration file ...
Found theme: /boot/grub/themes/Anonymous-Hope/theme.txt
Done!
And i know i did "everything rite" because ...
root@kaos:/home/keos# LANG=C update-grub
Generating grub configuration file ...
Found theme: /boot/grub/themes/Anonymous-Hope/theme.txt
Found linux image: /boot/vmlinuz-4.9.0-8-amd64
Found initrd image: /boot/initrd.img-4.9.0-8-amd64
Found linux image: /boot/vmlinuz-4.9.0-7-amd64
Found initrd image: /boot/initrd.img-4.9.0-7-amd64
Found MX 17 Horizon (17) on /dev/sda3
done
root@kaos:/home/keos#
But when i restart the system the old grub with MXlinux is coming back again and again ...
