qt speech cannot find in Synaptic

I was experimenting with Okular, a KDE document viewer. It has a feature where it will read the PDF in a voice. But that feature is greyed-out. I think I need something called qt-speech but I can find it in Synaptic. Is the a way to get this a hopefully use the speech feature in Okular. Thanks

It is not anywhere in Devuan/Debian: https://pkginfo.devuan.org/cgi-bin/d1pk … elease=any  Maybe that's not the correct pkg name.

Perhaps joive, which apparently is a "text-to-speech system" that the okular package has as suggested.
