this is not a good idea.
correct me if I am wrong but usr-is-merged dummy package is what you should do.

my mistake failure,
usrmerge is not installed
usr-is-merged is an empty package
which infers that the one way ticket silly-links not happened.

And yes it doesn't install without silly-links.
