tzinfo oddly misconfigured

When I run:

trinidad@devm1:~$ sudo dpkg-reconfigure tzdata
[sudo] password for trinidad: 

Current default time zone: 'America/Chicago'
Local time is now:      Wed Dec  3 06:27:29 CST 2025.
Universal Time is now:  Wed Dec  3 12:27:29 UTC 2025

it comes out backwards. UTC displays local time and local time displays UTC.

Also XFCE 4 panel when using Amerca/Chicago input displays the same wrong time, however if I type cst into the query box its displays correct local time. How did tzinfo get reversed?

That is correct as the Central time zone in the US is a 6 hours offset from the UTC. So when it is just over 6AM in Central time it is just past 12PM in UTC. If it is just past 12PM when you ran this command local time then putting on my mind reader hat I will go with a dual boot machine with the Windows on it and not set to universal time so the clock is always messed up when it is used then Linux is booted again. Two choices for that scenario either set the Linux machine to always use local time or the Windows to use the Universal time then the clock will always be correct.

Actually not the case here. The correct CST in the example is 12:27 PM and I'm well aware of the 6 hour offset. And no this is not a Windows machine, in fact Debian 13 with Devuan in a VM on the same machine. All the time values on the Debian host are correct and other VMs on the same host are correct. Only Devuan seems to persist with the tzinfo error. Also the XFCE panel clock will display the correct time if I type in CST in the selection box rarher than America/Chicago which shouldn't work that way at all on Devuan XFCE. The machine has never had Windows on it ever. It was purchased without an OS.

Which time sync program do you use?

What is your VM software?
If it happens to be virtualbox, open up the virtual machine's settings.  On the "System" / "Motherboard" screen, there's a checkbox "Enable Hardware Clock in UTC Time."  That should be checked (enabled).  If you use something other than virtualbox, poke around in its settings for something similar.
