I installed JWM and the global config file does not exist. The manual lists it as: /etc/jwm/jwm/system.jwmrc
which it does not exist.
The correct file is at: /etc/jwm/system.jwmrc
I copied it to my /home:
$ cp /etc/jwm/system.jwmrc .jwmrc
and edited as USER:
$ nano .jwmrc
and configured and solved the problem.

in Debian/Ubuntu, the file is at /etc/jwm/system.jwmrc !
the second file is at /etc/jwm/debian-menu; do nothing yourself in that file, it is the matter of the application menu (i hope you did install menu).
you can define yourself more external files to set up jwm (learn it studying Puppy linux. But different from Debian, the jwm files are to find in /root!).
your last option, create a .jwmrc in ~/ , is really the good way for users!
the jwm files are not tricky at all and are easy to manage if you understand what the divers subdivisions have to do and respect the need of opening function but also to CLOSE THE SAME FUNCTION (if not, the load can not success or the menu appears in "red"!)

Well not really a bug, just a typo in the manual, somebody typed in an extra jwm.

I copied it to my /home:
$ cp /etc/jwm/system.jwmrc .jwmrc
and edited as USER:

Well...they did it AGAIN!
They put the default file in the manual as /etc/jwm/jwmrc (which is blank)
The correct global file is at:
/etc/jwm/system.jwmrc
