synaptic dos not show packages other than those already installed

I an not using the internet on my pc installation for now
so i an installing package from a mounted iso and from the Downloads folder
package and dependency are downloaded from devuan package search and from the iso
the downloaded are stored in Downloads and install whit
# sudo dpkg -i
but is also added in synaptic as 'files. add downloaded packages' and path to Downloads
these files is not shoving op i synaptic, the only package i see are they already installed
packages all mark whit green. if i search for the 'tree' file i am getting a list i synaptic of 13 contain
installed dependency files. to find and install the 'tree' file i have to 'cp' it to Downloads
or use the ls and the absolute path too the mounted iso. and first there after is the 'tree' file visible in synaptic
in fact the only packages i is in synaptic is these already installed packets and only installed packagers

ls  /mnt/disk/pool/DEBIAN/main/t/tree
tree_2.1.0-1_amd64.deb
sudo dpkg -i  /mnt/disk/pool/DEBIAN/main/t/tree/tree_2.1.0-1_amd64.deb

the iso is mounted in these way

# sudo mount -o loop /mnt/fiso/devuan_daedalus_5.0.1_amd64_desktop.iso /mnt/disk

i haw previous used my usb iso and that worked for a while mounting it in these way

# sudo mount --bind /media/user/DEVUAN501/ /mnt/disk

the big defriends is the name DEVUAN501 ther is no name in the mnt/disk/ only an some access to the iso file /pool exc...
In synaptic i am getting the following error when updating the packet list

I haw add too more lines in sources.list

I am wondering about if installing a Linux os and building an desktop environment on it
whit out a internet connection is possible at all, as I install more and more I getting more failiers, like cp. a file send its to the bin
A question her could be, creating a git on the same HDD will give me what I need to solve the problem with the installation
the question is not all about this installation but also the replacement of it.

the problem is temporarily solved by reinstalling my PC, but I still have no idea what causes the problem with synaptic or by not using its installation as a network device
