I want try FVWM new version that still development, what i need to install fvwm or fvwm3?

Hello.
Just use fvwm3. FVWM2 is in maintenance mode. This means it won't be receiving any new features. Bug fixes will be to the core of FVWM2 only.
i do not see any difference here between fvwm and fvwm3?

I am install both. But i see that fvwm and fvwm3 have same versions. And i see at slim now two sessions, fvwm and fvwm3 but it looks equally. Can you explain?

It is not weird.
The Devuan package contains some changes from upstream in order to ensure that fvwm3 and fvwm don't conflict.
All the helper binaries are renamed from fvwm-name to fvwm3-name.This includes fvwm3-config, fvwm3-convert-2.6, fvwm3-menu-desktop, fvwm3-menu-directory, fvwm3-menu-xlock, fvwm3-perllib, and fvwm3-root.
Can you explain?
They are only similar, or rather identical, in their appearance. The difference lies in the configuration and source code.

FWIW FVWM3 is supported, active, and has especially good themes. I gave up on the earlier versions quite awhile ago.

In fact, everything in Linux is extremely documented. Including Fvwm

And if you don’t have the desire/opportunity to learn the basics, in my opinion it’s easier to find a distribution that has the programs you’re interested in ready-made, like Sparky with NsCDE.
At least it's easier than blindly sculpting Frankenstein.
Although yes, the latter is sometimes more interesting and you can simply steal ready-made packages from another distribution and even convert them to someone else.
