What the difference between these 2 desktop environments? Are the same or not?

Xfce is the default, so if you leave that unticked and do not choose a DE then Xfce will be installed. The top option is for task which brings in lots of desktop goodies that most people will want. So unless you really like minimal installs and you know exactly what you want/need, then leave those checked.
PS: LXQt is also a very nice option.
PSS: If you do want minimal then untick everything except the last option and you will reboot to console, where you can login as root and apt install whatever you need, keep in mind that includes needing to add Xorg, etc...

I was puzzled by this screen too. For a moment I thought that Devuan had developed its own graphical desktop environment [DE]! But I took it to mean that the top tick box meant whether you wanted a graphical DE or not, and the next five chose which specific type of DE you wanted. So I ticked the top box and also KDE, with the other four DE boxes blank - that worked for me.
It seemed to me that the top box was redundant because if you ticked one of the five specific DEs then of course you wanted a DE. The five specific DE lines might have been indented like subheadings. I don't know what would happen if you ticked one of the five DEs but not the top box :-S
That's how I interpreted it - does anyone kow better?

If you check just the first box, you should get xfce, because it's the first of the three desktops recommended by task-desktop.
If you check just the xfce box, you'll get task-desktop because xfce depends on it.
So, checking first box only, second box only, or first and second box should all give the same result. (I haven't tested this.)

fsmith and changtzu summed it up very well but i will add you might want to check the console productivity as it has some really cool little games included in it and is not a very big download

If you want the full Devuan experience with xfce4 then choose devuan desktop only, i have found that if you choose devuan desktop along with any others will give you a very complete desktop environment also.
