To enter any character of ~^`¨ I have to press it twice. To enter ' I have to press '+[space]. '+' enters ´ character. ç ('+c) doesn´t work. '+c enters ć.

Ola amigos! Voce fala ingles? I learn brazilian portugues only about 1.5 months and I need help.
I can't found any information how to type portuguese characters on my Linux keyboard. How to type all this "ãáâàéêíõóôúüç" characters? I have usual 105-keys keyboard without any portuguese characters. At Windows there are one "USA international" keyboard layout where it is possible. Here if I add pt_br layout, it is very inconvenient to have 3 layouts, and, anyway, I don't know how to use it and type this characters!
Help me!!!

Maybe. I use only x64 hardware.

Sometimes for upgrade process helps this:
# dpkg --configure -a
or:
# apt -f install
or:
apt --fix-broken install
or:
# apt -f -y full-upgrade
or:
# apt -f -y dist-upgrade
or:
# apt purge {packagename} - in the case of package or its configuration error
or:
# apt autoremove --purge
or:
# apt install linux-image-amd64 (or linux-image-i386)

I migrated from Debian 11 to Devuan 4 only using USB boot and recovery mode. I have no idea how to make install eudev without removing systemd, but unable to remove systemd if it current active init system. Recovery mode with chroot to target system solves this problem. Now I have Devuan 4 without full reinstallation.

Thanx. I added line deb https://packages.sury.org/php/ buster main to my /etc/apt/sources.list.d/php.list config file.
apt-get update --allow-insecure-repositories;apt-get upgrade found some new packages: enchant libargon2-1 libgd3 libicu65 libidn2-0 libpcre2-8-0 libpcre3 libsodium23 libxml2 libzip4 libzstd1 php-common php-pear php7.3-igbinary php7.3-imagick php7.3-memcached php7.3-msgpack. Should I update it?
When I wrote apt install php7.4-bcmath php7.4-cli php7.4-common php7.4-curl php7.4-fpm php7.4-gd php7.4-gmp php7.4-igbinary php7.4-imagick php7.4-intl php7.4-json php7.4-mbstring php7.4-memcached php7.4-msgpack php7.4-mysql php7.4-opcache php7.4-readline php7.4-soap php7.4-xml php7.4-xmlrpc php7.4-zip it found non solved dependensy: php7.4-fpm depends on systemd but it will not be installed. So I can't upgrade to 7.4
