You can put

ALWAYS_SET_PATH yes in /etc/login.defs

to get an approximation of the old behavior.
Or put the system administration directories (/sbin, /usr/sbin, /usr/local/sbin) in your regular account's PATH.

pcmanfm --desktop

The native desktop menu of the window manager will be replaced with that provided by PCManFM. However, it can easily be restored from the PCManFM menu itself by selecting

It means, that only the main dependencies (packages in the Depends field) are installed. Installing with --no-install-recommends  skips all recommended packages.
