Why doesn't systemd work with sysvinit?

For example, sysvinit starts key system scripts in /etc/rc.S, as well as systemd itself, and then systemd starts the rest of the services?

Sysvinit starts lots of script, whilst systemd controls lots of (built in) processes, it's more like MSWindows Registry.
