How to create an official mirror?

I might be a little blind. Could someone show me documentation on how to create an official devuan mirror? Including how often to sync, where to sync from, how to sync (rsync I'm guessing) and where to apply to provide such information to get listed?

Is this what you are looking for?  This file is found in the root directory of all mirrors.  I just picked one from the top of the list below:
