Brazilian keyboard on a thinkpad

I have an X250 Thinkpad with a Brazilian keyboard.  In Devuan I set the keyboard to be Portuguese (Brazilian) and everything except one key works. I have all of the non alphabetical characters in the correct positions except for this key.
The troublesome key is for the forward slash, the question mark, and the superscripted letter o.  I think its position would be a right control key on a UK or US keyboard.  For Windows there is a registry fix for this key doing nothing.
Is anybody aware of how this can be corrected for Devuan please, or, where the file containing the keyboard definitions is and how it is edited.

I have to go back to work now and will check as soon as I get home tonight.
