i recently dist-upgrade from 2.1 and had the same problem.

The following packages have been kept back:
  libpolkit-qt-1-1 libpolkit-qt5-1-1
----------
so i do
# apt-get install libpam-elogind
replacing consolekit and other packages ,then
# apt-get update
# apt-get upgrade
