Friend wants to know ...

Will Devuan 3.0 run ok on hardware of following specs:
Notebook with i5 processor and 8 Gb of RAM?
Friend in a rush (other side of the world) so once I get actual make and model will post back.

It's really very easy to find out.

Downoad the desktop-live *.iso, dd it to a USB drive (do read the README.desktop-live.txt first, that's what it is there for) and boot the notebook from that.

If any problems arise, check dmesg to see what's going on and post here.

It runs well enough on the core i5 with 4Gb desktop I'm posting from. So he should be OK (unless being a notebook causes a problem).

"i5" is pretty meaningless in isolation because it applies to all CPUs from 2009. FWIW beowulf won't support 10th generation Intel hardware even with the backported kernel because the intergrated graphics chip needs a newer Mesa version.

You might even be able to run devuan on a laptop with libreboot/coreboot and 2GB's of ram (if you like window managers)
Otherwise 4GB of ram would work

I mention coreboot and libreboot, because some of those devices are really old. 

I have a thinkpad x230 and a thinkpad x200, both have coreboot and/or libreboot neither use intel me,    Right now on my x200 which doesn't use Devuan it uses at most 1GB usually,  but on my devuan laptop,  which is an x230 it barely uses 4GB of ram unless I am doing wine-staging gaming.  My point being, 8GB of Ram is way more than enough. Unless you are a serious developer in which case, get 16GB of ram.
