[SOLVED] About mate-tweak configuration tool

Can anyone tell me if the mate-tweak configuration tool gives Mate more functionality, or just the same functionality in one convenient place?

Sounds more like it and I have it installed. There is nothing you cannot do from the command line or from dconf. The only thing it has and I do not use it, is to save panel layouts.
