/sbin/mount.nfs missing after an update

Greetings all,  I track devuan testing.  Today after an update remote NFS would not mount on boot.   Turns out /sbin/mount.nfs went missing.  A symbolic link from /usr/sbin/mount.nfs has fixed this.

Does anyone know what is going on?  I recall there was some old discussion about merged /usr directories in debian.

Apparently many debian packagers have decided to install stuff at different pathnames than before, which means that any script or program that has used full path is no longer working.

Likewise all existing documentation using the old pathnames is then outdated and wrong.

Maybe they don't care anymore because of this: https://wiki.debian.org/UsrMerge  :  In February 2021, the Technical Committee has resolved that Debian 'bookworm' should support only the merged-usr root filesystem layout, dropping support for the non-merged-usr layout.

You are probably right even though that "decision" is obviously not a reason for changing the installation pathname.

How was the basic system installed? On current installations with newer releases you are getting asked if you want usr merge or not. I have always agreed to that to avoid hasle.
Or is that an upgrade from an older release before usr merge?
