[SOLVED] keyboard layout on cli not changing

Though I'm pretty sure I choosed a german keyboard-layout during installation, I'm stuck with an US layout (at least on cli, haven't installed x so far).
the usual

dpkg-reconfigure keyboard-configuration

doesn't seem to work either (still US after an re-login).
(root and normal user)

Well, next fail on my side. If no x is installed a log out an log in won't read the new config. After a reboot keyboard-layout is fine
