udev: fix by-id symlinks

Hi All, great product and no systemd! Bravo...

I do have the same issue as I had w Debian 11.7

Plugin usb dongle for zwave creates
crw-rw---- 1 root dialout 166, 0 Oct  2 10:48 ttyACM0
/dev/serial/by-id# ls -l
total 0
lrwxrwxrwx 1 root root 13 Oct  2 10:48 usb-0658_0200-if00 -> ../../ttyACM0

that is all good and I added user to dialup group so I have access.

udev version: 1:3.2.9+devuan4

The problem is that when zwave-js-ui app tries to soft reset device will disappear from /dev/serial/by-id and appear as
ttyACM1 and soft reset on that device will cause a reset to ttyACM0 and from there there is no way to use the device.

I know of the hack for /usr/lib/udev/rules.d/60-serial.rules and I did pick up the latest file and replace the original. Still, this did not help me. My question is what is the solution for this problem and how can I fix udev that I have latest ...
