No doubt they've contributed to bloat, along with many others.  The authors of the composition softwares which create the JavaScript heavy pages.  Administrators who don't know what "HTML5", "JavaScript" and etc. mean.  Page authors who grab any tool allowing page composition without thought of output.  Customers who are unconcerned until a crime happens. Humans don't always act in their best interests.

For non-technical readers I wrote this explanation.

Petition relating to consumer protection in Web based banking.

The current Web relies heavily on scripted software.  In the banking
context, a script is software from the server of the financial
institution which is sent to and runs within your computer.  There the
script can have access to sensitive data and software.

This is generally a bad idea.  A bad actor with access to the script
can exploit it to commit criminal or unwanted activity in your
computer.  For example, imagine a script logging into your account and
transfering or withdrawing money.  Imagine a script scavenging a
password and sending it to a criminal.

With capabilities of HTML5, scripting is unnecessary. HTML5 describes
what is displayed on your screen.  It doesn't give full-fledged
programming capabilities on your computer.

This petition asks to minimize use of scripts in banking software. 
The result need not impair functionality for the user.  Rather the
change will reduce opportunity for misuse and criminal activity.  For
example, reduce the possibility that one day you find your account has
been compromised; or find that a criminal has obtained and used a
password.

Until about 2019 my credit union provided a simple Web site not
requiring JavaScript in the customer browser.  Functionality was
entirely adequate.  Then server software advocated by the provincial
association of credit unions was adopted.  JavaScript was required. 
Responsiveness worsened.  Hardware and software upgrades were
motivated.  New vulnerabilities were introduced.  The screen became
cluttered with distracting and unnecessary graphics and verbiage. That
mostly serving to advertise.

So I think of submitting a petition such as this to the Canadian House
of Commons.

Create a law or require creation of a regulation prohibiting
scripting, such as JavaScript, in Web based personal banking. A script
is software from a remote server which runs on the computer used by an
individual.  This entails unnecessary security vulnerabilities and
risk of fraud.  With capabilities of HTML5, scripting is not
technically necessary.  Removal of scripting is not a trivial change
but is feasible and can be phased on a schedule.  The change will
simplify Web based banking and reduce risk of error and fraud.
