]]>I'm not running XFCE (I'm using Openbox), but I just installed plank to test it. It put an entry in my menu (which worked and opened the dock), and I also tried running it from the terminal (which also worked and opened the dock). So, I'm not sure why you got that error.
You could just create another xfce4 panel and set it up as a dock; however, you won't get the animations like plank.
