Greetings tlathm,

I tested this a couple years ago and it did work. I have a virtual machine that is an exact duplicate of my production server that I use to test stuff on. I updated this virtual machine and ran this command with the following output:

root@FC-vm:/etc/fail2ban# apt install php8.3-fpm -s
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
The following additional packages will be installed:
 systemd-standalone-tmpfiles
The following NEW packages will be installed:
 php8.3-fpm systemd-standalone-tmpfiles

Also, to quote from a google AI search result:

For a Debian system that isn't using systemd as its init system, you can use the
systemd-standalone-tmpfiles package as a standalone alternative to systemd-tmpfiles. This package provides a version of systemd-tmpfiles that can be used on non-systemd systems.

Important Notes:
Conflict with systemd: systemd-standalone-tmpfiles conflicts with the main systemd package and is intended for use where systemd is not the primary init system.

So, this package "systemd-standalone-tmpfiles" is only to be used on systems that do not use systemd as its init system.

Note: At some point you may be prompted by apt to install "systemd-standalone-sysusers". There is a substitute program for this called opensysusers. I have found that it is interchangeable and does not have systemd in its name.
