JWM lacks a configuration tool

JWM in De??an lacks a configuration tool. E.g. Manjaro at least provides some jwmconfig script.

Excerpt from https://git.devuan.org/Irrwahn/task-jwm-desktop/issues/1:
>  I saw [Israel Dahls] too has something like a configuration manager for JWM; may be that's an alternative to the jwmconfig [...] from manjaro (?)

However, any configuration tool would either have to A) go into the jwm package itself, or B) be put in a separate package of its own.

I am not too fond of XML hand editing - haven't done much research on an XML editor.
