That's because everyone is working on finishing the next release. When it's released, then people start working on new packages again and the unstable branch gets faster changes.

as we talking like 

                            debian            devuan
oldstable              bullseye           chimaera
stable                  bookworm        daedalus
testing                 trixie                excalibur
unstable               sid                   ceres

now as we know the we waiting the  devuan release new version of devuan

personally i am using ceres now the updates are rolling  or it is frozen when devuan new veresion released , then my devuan will be rolling ?
