What I have run across is reportbug bypasses the page for actually entering the bug.  Here's what happens.

1.  Open reportbug and hit next.  Works as it should.
2. Enter name of package with bug and hit next.  Works as it should.
3. Enter problem in package and hit next.  Works as it should.
4.  Enter severity of bug and hit next.  Works as it should.
5.  Do any of the following apply to this report? Click on appropriate entry in list, if any.
6.  Hit next button on bottom of above page and reportbug goes to "Hit Enter to exit reportbug".  From there reportbug exits. 

There is no capability of filing any bugs.
