The grub of devuan has some bugs, sometimes it works, sometimes not.
you can install anyhow with the classic debootstrap:

Make sure package(s) is on hold by running...
sudo apt-mark showhold
You should get a list of held packages and will stay that way until you run...
sudo apt-mark unhold <package-name>

to unblock or unhold
